Will operating system affect file transfer speed?

Hi everyone,
I just want to ask about whether the operating system installed on a server or a PC will affect the file transfer speed. For example, if I had a server running Windows Server, will the affect the speed of file transfer compared to a server with Linux installed?
Furthermore, if a server has all S-ATA discs and I just want to have a small SSD hard disk to install the operating system, will that affect the speed of file transfer? Is this similar to the storage appliances such as the Netgear ReadyNAS?
My understanding about this is that the speed is depended on the hardware most of the time and softwares will play the role of executing the commands. If this was the case, no matter how slow the hard disk that I have the operating system on, the file transfer process will not be affected?
Please tell me what you think because I am kind of stuck right now.

the OS affects how fast data can be transfered as will be a factor is the medium of transfer such as e-sata, firewire usb 2.0 or ethernet will all play a speed issue
